Procurement data repository

The procurement data repository (hankintatietovaranto) is a national data repository maintained by Finland's State Treasury (Valtiokonttori) that collects public procurement and purchasing data across the whole procurement lifecycle: Hilma contract notices, tender documents with annexes, bid data from e-tendering systems and the purchase invoices of public bodies. It is created by Government Bill HE 230/2026, submitted to Parliament on 8 October 2026 and intended to enter into force on 1 January 2027. Invoice data collection starts in stages with central government from 1 May 2027 and extends to municipalities from 1 August 2028. Public data is published on Tutkihallintoa.fi, making untendered purchases, about EUR 15 billion a year, visible for the first time.

Definition

The procurement data repository is the national repository created by the Act on the Procurement Data Repository (Bill HE 230/2026), maintained and controlled by the State Treasury. It consists of procurement data and purchase invoice data (section 2). The State Treasury has the right to obtain tender documents and bid data, including bidders, prices, quality scores and ranking, from contracting authorities and e-tendering system vendors (section 3). Central government agencies, Senaatti group enterprises, Kela, municipalities, joint municipal authorities, wellbeing services counties and their joint authorities must deliver their purchase invoice data with tender identifiers and confidentiality markings (section 4). Bid data and invoice product lines are confidential (section 2), whereas notice data and invoice header and accounting lines may be published online (section 8). At the same time sections 60 and 101 of the Public Procurement Act are amended so that the State Treasury may issue regulations on the data reported in Hilma notices.

Practical Example

A cleaning services company wants to know which municipalities buy cleaning without a tender and when current contracts end. From 2028, Tutkihallintoa.fi shows the supplier, amount and accounting category of municipal invoices, plus the tender identifier linking an invoice to the Hilma award notice and its contract period. The company sees that one municipality buys EUR 400,000 of cleaning a year from two suppliers with no identifier, i.e. without a tender, and can open a market dialogue. The service does not show unit prices or competitors' bids.

Common Mistake

A common mistake is to assume the repository replaces Hilma monitoring or announces upcoming tenders. It compiles past notices, bid data and actual purchases; new tenders are still published on Hilma and e-tendering platforms. Another is to fear that competitors will see bid unit prices: under section 2 bid data is confidential as a category, and published invoices show only the invoice total.
